Dubai Crown Prince, Deputy Prime Minister and Minister of Defence Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, who serves as President of the Dubai Longevity Authority, approved the strategy during the authority’s inaugural board meeting. The strategy targets annual growth of around 31% and aims to contribute more than Dh35 billion to Dubai’s economy over the next decade.
Dubai Expands Its Focus on Healthy Longevity
The Dubai Longevity Authority was established in June 2026 under Law No. (17) of 2026 issued by Sheikh Mohammed bin Rashid Al Maktoum. Sheikh Hamdan was appointed President of the authority, while Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism, was appointed Chairman of its board.
The authority is responsible for developing a regulatory framework for the Longevity, Wellness and Advanced Health (LWAH) sector, covering activities from research and development through clinical trials, manufacturing, delivery and patient care.

The newly approved strategy extends across several areas of the health and longevity industry, including:

A Regulatory Framework for Emerging Innovations
One of the authority’s key initiatives is its Minimum Viable Product (MVP) programme. The programme provides selected innovators with a controlled environment where they can test, learn and scale their solutions under regulatory supervision.
The authority plans to further develop the programme while working with government entities and relevant federal authorities. Its future focus will also include investor enablement, strategic partnerships and frameworks for data and intellectual property.
Supporting Dubai’s Economic and Healthcare Goals
The Dubai Longevity Authority forms part of Dubai’s wider development agenda, including the objectives of the Dubai Economic Agenda D33 and Dubai Social Agenda 33.
According to the Dubai Media Office, the authority is designed to help attract investment, specialised expertise and advanced healthcare capabilities while supporting innovation across the longevity sector.
With a strategy targeting Dh35 billion in economic contribution over the next decade, Dubai is positioning longevity, wellness and advanced healthcare as an emerging component of its knowledge- and innovation-driven economy.

The establishment of the Dubai Longevity Authority and the approval of its long-term strategy mark the development of a dedicated regulatory and economic framework for the longevity sector.
